Contract Basics

Assistant Attorney General Anne Shaw (Education Division) and Linda Sullivan-Colglazier (Government Operations Division) gave an overview on state contracting, including a look at contracting rules for different kinds of purchases, as well as the processes involved.

Client Service Contracts and the DSHS Contract Process

Mark Tyler, DSHS Interim Contracts Administrator, Central Contract Services, presented on client service contracts, which are contracts with an entity or individual to provide direct services to clients of DSHS.

Update on Implementation of 2SHB 2106

Denise Revels Robinson, Assistant Secretary, Children’s Administration, gave an update on what CA is doing to implement this law, and outlined some initial ideas for Phase I of the transformation. CA will now meet with various audiences across the state to get input before finalizing anything later this spring.

Reports from Breakout Groups

The full committee divided into breakout groups to discuss the initial ideas Denise Revels Robinson, Assistant Secretary, Children’s Administration, proposed for Phase I of the transformation, which involves converting CA contracts with private providers of child welfare services into performance based contracts. Both groups then reported back to the full group. These are the notes from the two breakout groups.

Site Selection Advisory Committee Report

Co-chairs Jeanine Livingston (Washington Federation of State Employees) and Nancy Sutton, CA Regional Administrator, Region 5, reported on progress to date of the Site Selection Advisory Committee and next steps.

Outcomes Advisory Committee Report

Co-chairs Marian Harris (Race Disproportionality Advisory Committee and Assistant Professor, University of Washington) and Ken Nichols (CA Regional Administrator, Region 2) presented major agenda items their committee has covered, recommendations and next steps. Outcomes Advisory Committee member Mark Courtney (Partners for Our Children Director of Research and Development), added more in-depth information on different outcome indicators.
