June 14-15, 2010 Meeting
The following materials were presented and discussed at the June 14-15 2010 meeting of the Transformation Design Committee (TDC). They are listed chronologically as listed in the meeting agenda. Audio links are included next to the supporting documents or presentations.
Day 1: June 14, 2010
Welcome and Introduction
The "Welcome and Introduction" audio file also includes the following presentation: Procurement and Contracting Process and Requirements.
Andrew Kramer, DSHS Central Contract Services, Operations Support & Services Division, presented on competitive procurements, including what competitive procurements are, why DSHS conducts competitive procurements, the four phases of the process, the RFP process and next steps.
Performance Based Contracting Update and Discussion.
Denise Revels Robinson, Assistant Secretary, Children’s Administration, gave an update on CA’s work to date to carry out the Performance Based Contracting piece of House Bill 2106, which requires CA to convert and consolidate its child welfare services contracts into performance based contracts. Update items included a progress update, review of core concepts, review of assumptions, expected results, overview of current thinking, and next steps.
Note: this is a revised presentation that has incorporated Committee comments made during the June 14th meeting.
Breakout Group Assignments and Discussion
Performance Based Contracting experts Charlotte McCullough (Principal Consultant, McCullough and Associates) and Mary Armstrong (Assoc. Dir., Div. of State and Local Support, Univ. of South Florida) review breakout group assignments. The Committee broke out into two working groups to discuss the following four questions:
- Who should score RFPs?
- What should key qualifications be for MC?
- What is the best transition plan for moving from current contracts to MCs?
- What should be included in the onsite readiness review?
Spokespersons from the breakout groups report on their discussions.

Day 2: June 15, 2010
Welcome and introductions; Outcomes and Evaluation Issues Advisory Committee presentation
Advisory Committee Co-Chair Ken Nichols, CA Regional Administrator, Region 2 and Partners for Our Children Research Director Mark Courtney gave an update on the advisory committee’s progress. The Outcomes and Evaluation Issues Advisory Committee incorporated TDC suggestions, finalized and unanimously accepted the “Domains and Indicators Used to Measure Outcomes” document. The document is posted below. This committee’s work is complete; committee members will attend other Advisory Committee meetings, as appropriate.

Site Selection and Transition Issues Advisory Committee presentation.
Advisory Committee co-chairs Nancy Sutton, CA Region 5 Administrator, and Jeanine Livingston, WA Federation of State Employees, presented a progress update. An important item was that the deadline for site selection for Part II was extended. The new deadline is September. The Advisory Committee decided to wait to make a recommendation on demonstration sites until more information was available.
Finance Advisory Committee presentation.
Advisory Committee co-chairs Carole Holland, Senior Budget Assistant to the Governor, Office of Financial Management, and Sharon Osborne, CEO, Children's Home Society of Washington, presented a progress update. The Advisory Committee discussed data systems, infrastructure, and start-up costs for private providers and will work with the Children’s Administration finance group closely to understand development of the Performance Based Contracting financial model to assist in informing the Phase II financial model.
Legal and Practice Issues Advisory Committee presentation.
Advisory Committee co-chairs Judge Chris Wickham, Thurston County Superior Court, and the Hon. Liz Mueller, IPAC Chair, Jamestown S’Klallam Tribe, presented a progress update. The Advisory Committee incorporated TDC recommendations/changes to three documents: “Principles and Values to Determine Core Services”, “Preliminary Service Array”, and “Service Array Definitions”. These documents are posted below. Another particular item of note is that the Advisory Committee compiled a smaller list of legal issues/questions. The list was submitted to the Attorney General for an informal opinion. That opinion is posted below.

Legal and Practice Issues Advisory Committee presentation (continued)
Judge Costello called for a break just before the presentation/discussion of the last recommendation. After the break, the group discussed the Legal and Practice Issues Advisory committee’s last recommendation on adopting a common definition for evidence based practices/promising practices. A subgroup within the Advisory Committee met several times to discuss the issue and decided, with Children’s Administration support, to use the California Evidence-Based Clearinghouse (CEBC) definition. The definition document is posted below.

Public Comment and Wrap-Up
The Committee discussed items to be included in Children’s Oversight Committee report. Julie Dunnington gave an overview of TDC’s future meeting format. After the two-day meeting in September, the Committee will try meeting for one day every month. Judge Costello conducts a wrap-up. Just before everyone got up to leave, Sharon Osborne announced details of a provider meeting that Children’s Home Society is hosting. Judge Costello adjourns meeting.
