Legislative Overview – SSB 6832

At the last TDC meeting, committee members made recommendations to the Legislature for modifications to the law that created the Join Hands for Children effort. DSHS Children’s Administration Legislative Liaison David Del Villar Fox gave an overview of the recommendations that the Legislature accepted and passed in Senate Substitute Bill 6832. As of March 22, the bill was on the Governor’s desk, awaiting her signature.

Lessons Learned: Other States’ Experiences

This presentation looks at examples of performance based contracts in other jurisdictions across the country, their similarities and differences, what’s working and what’s not, and lessons and implications for Washington State. Discussion of Models/Experiences

Mary Armstrong, Assoc. Dir., Div. of State and Local Support, Univ. of South Florida, facilitated a discussion among TDC members about the previous presentation (Lessons Learned: Other States’ Experiences.) Update on Phase I

Denise Revels Robinson, Assistant Secretary, Children’s Administration, DSHS, gave a presentation on CA’s work to date to carry out Phase I of House Bill 2106, which requires CA to convert its child welfare services contracts into performance based contracts, and to consolidate these contracts. Her talk touched on cornerstones of Phase I, the latest thinking, and communications efforts to date, as well as a request for input. Jann Hoppler and Tim Kelly, both with DSHS Children’s Administration, assisted in the presentation.

Outcomes and Evaluation Issues Advisory Committee Report

Co-chairs of this advisory committee -- Ken Nichols, CA Regional Administrator, Region 2 and Partners for Our Children Research Director Mark Courtney – presented draft outcomes developed by that committee. After the presentation, the TDC discussed the draft outcomes, and then voted to adopt the draft, as well as to direct the committee to do some additional work on specific modifications.

Legal/Practice Advisory Committee Report

Co-chair Honorable Judge Chris Wickham, Thurston County Superior Court and Stephen Hassett, Senior Counsel, Washington State Office of the Attorney General (who sat in for co-chair Honorable Liz Mueller, Vice Chair, Jamestown S'Klallam Tribe and IPAC Chair in her absence) reviewed the committee’s work to date. After the presentation, the Transformation Design Committee (TDC) discussed the advisory committee’s recommendations, and then voted to adopt the draft with suggestions for refinements.

Site Selection and Evaluation Issues Advisory Committee Report

Co-chairs Nancy Sutton, CA Region 5 Administrator, and Jeanine Livingston, WA Federation of State Employees, presented a progress update, site selection criteria development, maps of the four preferred site scenarios, and next steps.

Site Selection Scenarios Map

Map of the site selection scenarios that are under consideration by the Advisory Committee. There are two scenarios for the east side and two scenarios for the west side. The sites were developed using criteria set forth in HB2106 and additional criteria developed by the committee, as well as numbers needed for statistical power. These maps are rough drafts as no decisions have been made. Criteria include:

  • One site must be located on the eastern side of the state. The other site must be located on the western side of the state.
  • Neither site must be wholly located in any of the department.s administrative regions.
  • There must be a 10% change in key outcomes.
  • 28% of annual statewide caseload (14.25% in treatment and 14.25% in comparison group).
  • Sites should encompass rural and urban characteristics in both east and west demonstration sites.
  • Boundaries must be drawn to fully include or fully exclude tribal land boundaries.
  • Boundaries must be drawn to fully include or fully exclude office catchment areas.
  • Boundaries must be both geographically and practically contiguous via roads.
  • Minority composition of sites needs to be proportionate with the approximate minority composition of families being served.

Finance Advisory Committee Report

Co-chairs Carole Holland, Senior Budget Assistant, Office of Financial Management, and Sharon Osborne, CEO, Children’s Home Society of Washington presented the report on the work and progress of their committee. This committee did not have any recommendations requiring a vote.
