This is a presentation delivered by Maureen Marcenko of Partners for Our Children on Clients of the Child Welfare System: Parent and Youth Needs. The purpose of the presentation was to present parent data to inform services and provide data regarding youth needs.
The report is from a comprehensive survey conducted with parents with children in Washington State's child welfare system. These data were collected as part of an independent evaluation DSHS asked Partners for Our Children to undertake to determine if the state's new child welfare casework practice model 'Solution Based Casework' improves outcomes for children and their families. This baseline study found that families in our state.s child welfare system struggle to meet basic needs, such as food, clothing or housing. It raises important policy issues for state decision makers, such as what role if any child welfare services should have in providing basic, concrete needs of families in child poverty. The second part of her presentation gave a brief overview of the Midwest Evaluation of the Adult Functioning of Former Foster Youth study, which is following a sample of youth people as they make the transition to early adulthood. At the December 14 TDC Meeting, the larger committee separated into two breakout groups to respond to four primary questions. These questions were a follow-up to Asst. Secretary Revels Robinson presentation where she outlined a model that CA is discussing for Performance-Based Contracting. This document contains notes from the breakout groups. Among topics addressed were defining of core services, communication, service categories and any concerns.
